However, it is also teased that Gaines didn’t do this voluntarily. Victor and Adam forced his hand.

Thompson spoke to Soap Opera Digest about the storyline. The actor teased that there will be more fallout, especially when Jill Abbott (Jess Walton) shows up. Billy tries to shield Lily from the consequences, but it might be too late.
“… things fall apart pretty quickly. There’s the threat of a massive lawsuit hitting ChancComm but still, Billy’s first priority is making sure that Lily is not dragged through the mud with him… Billy played right into Victor’s hands, so there’s definitely more fallout to come.”
