While everything isn’t predictable, it’s possible that an insecure Hope can be easily shaken. Steffy wants that to happen to punish and discipline Noelle’s character and, hopefully, break her assumed spell over Carter.

Carter’s idea isn’t far-fetched, but it’s one that Eric, Ridge, and Steffy rejected in unison. That was followed by his deceptive act, alliance with Hope, and their resulting bravado, which Steffy hopes to exploit and use to defeat them.
